Happy Chadderton Day to constituents across Chadderton. It has been a privilege to represent you as your local MP for the past 9 and a half years.

Yesterday marked a year since the first general election in the town’s Parliamentary history in which it was rightfully recognised in the name of our constituency. As the constituencyโ€™s second largest town, it was always wrong not to have it represented.

Thank you again to Chadderton Historical Society who played a significant role to support the cause, never failing to speak up to the boundary commission when the time came.

It was great to meet with members of the Historical Society early this year as they hosted an event to commemorate a century of Broadway, arguably the most ambitious & memorable achievement of the former Chadderton Urban District Council which sparked the progress of Chadderton’s development during the 20th Century.

What we have done in out first year in government to promote Community Ownership

On this day one year ago, we won the general election which returned Labour to power after 14 years in opposition. We campaigned on a promise to end the chaos & decline which the Tories inflicted and deliver the change local people have been crying out for: economic stability, rebuilt public services, and rising living standards.

At that election, promoting Community Ownership was one of my four priorities for the people of Oldham West, Chadderton & Royton, and this is what we have done so far to safeguard heritage buildings and community venues for local people:

โœ… ๐’๐š๐ฏ๐ž๐ ๐Ž๐ฅ๐๐ก๐š๐ฆ ๐‚๐จ๐ฅ๐ข๐ฌ๐ž๐ฎ๐ฆ at its historic home on Fairbottom Street, with its 500 seats retained ready for 2026 to bring back its Christmas pantomime and a space to give local young people opportunities to learn and enter creative industries.

โœ… Put ๐–๐ž๐ฌ๐ญ ๐„๐ง๐ ๐’๐ญ๐ซ๐ž๐ž๐ญ ๐ฉ๐ข๐ญ๐œ๐ก๐ž๐ฌ ๐จ๐ง ๐š ๐ฉ๐š๐ญ๐ก ๐ญ๐จ ๐ซ๐ž๐ง๐ž๐ฐ๐š๐ฅ with facilities the surrounding community deserves, setup in a co-operative ownership model, so the facility is in the hands of local people. After visiting to reaffirm our support in early 2024, campaigning on the issue during the general election, taking Council officials there after the election; we then organising a clean-up event last October with local organisations, volunteers, community groups & the Council.

โœ… Passed the Great British Energy Act into law, which has set up the publicly owned company that includes a remit to ๐ค๐ข๐œ๐ค๐ฌ๐ญ๐š๐ซ๐ญ ๐š ๐œ๐จ๐ฆ๐ฆ๐ฎ๐ง๐ข๐ญ๐ฒ-๐จ๐ฐ๐ง๐ž๐ ๐ž๐ง๐ž๐ซ๐ ๐ฒ ๐ซ๐ž๐ฏ๐จ๐ฅ๐ฎ๐ญ๐ข๐จ๐ง. A ยฃ1 billion a year investment to create 1 million owners of UK produced renewable energy.

โœ… ๐‘๐ž-๐จ๐ฉ๐ž๐ง๐ž๐ ๐‘๐จ๐ฒ๐ญ๐จ๐ง ๐“๐จ๐ฐ๐ง ๐‡๐š๐ฅ๐ฅ and Library fully restored for community use and back to its former glory, thanks to a Labour-led Council investing to protect the rich heritage of a great town.

โœ… Launched ๐’๐ฉ๐จ๐ซ๐ญ๐ฌ๐“๐จ๐ฐ๐ง ๐š๐ญ ๐๐จ๐ฎ๐ง๐๐š๐ซ๐ฒ ๐๐š๐ซ๐ค, a ยฃ70 million multi-sports centre of excellence from grassroots sport for all, up to elite performance Further & Higher Education sports academies. This builds on the stability and certainty created when we secured the ground as an Asset of Community Value, leading to a ground-sharing deal with Roughyeds and now stable club owners who have promotion for Latics back into the Football league.

โœ… Started to build ๐‚๐จ๐ฆ๐ฆ๐ฎ๐ง๐ข๐ญ๐ฒ ๐๐ซ๐ข๐ญ๐š๐ข๐ง, the Co-operative Party’s leading campaign to transform our country. It is about asking the political system to look at community as a powerful tool for solving serious social and economic problems – not just as an afterthought.

โœ… Worked with ๐€๐•๐‘๐Ž ๐…๐‚ and the Council on empowering grassroots football in our borough and delivering great facilities to local people in the surrounding area in a way which is done of, by and for local people.

โœ… For the first time, a government has ๐›๐š๐œ๐ค๐ž๐ ๐œ๐จ๐ฆ๐ฆ๐ฎ๐ง๐ข๐ญ๐ฒ-๐ฅ๐ž๐ ๐ก๐จ๐ฎ๐ฌ๐ข๐ง๐  ๐ฐ๐ข๐ญ๐ก ๐Ÿ๐ฎ๐ง๐๐ข๐ง๐ , including ยฃ20 million to support co-operatives and community land trusts, putting local people in control of where and how homes are built.

โœ… Set out our plans to ๐ž๐ฑ๐ฉ๐š๐ง๐ ๐ญ๐ก๐ž ๐‚๐จ๐ฆ๐ฆ๐ฎ๐ง๐ข๐ญ๐ฒ ๐Ž๐ฐ๐ง๐ž๐ซ๐ฌ๐ก๐ข๐ฉ ๐…๐ฎ๐ง๐ and introduce a strengthened ‘Right to Buy’ Assets of Community Value in the English Devolution White Paper, creating a more robust pathway to community asset ownership allowing communities to purchase cherished assets that are at risk of being lost.

Our goal is a decade of national renewal and, while we are encouraged by this progress so far, we are not complacent and know there is much more still left to do.

Weekly Ministerial Round-up

Throughout the week, there have been numerous engagement calls as we ๐ฉ๐ซ๐ž๐ฉ๐š๐ซ๐ž ๐Ÿ๐จ๐ซ ๐ญ๐ก๐ž ๐„๐ง๐ ๐ฅ๐ข๐ฌ๐ก ๐ƒ๐ž๐ฏ๐จ๐ฅ๐ฎ๐ญ๐ข๐จ๐ง ๐š๐ง๐ ๐‚๐จ๐ฆ๐ฆ๐ฎ๐ง๐ข๐ญ๐ฒ ๐„๐ฆ๐ฉ๐จ๐ฐ๐ž๐ซ๐ฆ๐ž๐ง๐ญ ๐๐ข๐ฅ๐ฅ ahead of summer recess. We are committed to working in collaboration through this process, and that is why we have dedicated time to speaking with MPs, councils and group leaders to provide updates as soon as possible.

I attended the ๐š๐ง๐ง๐ฎ๐š๐ฅ ๐‹๐จ๐œ๐š๐ฅ ๐†๐จ๐ฏ๐ž๐ซ๐ง๐ฆ๐ž๐ง๐ญ ๐€๐ฌ๐ฌ๐จ๐œ๐ข๐š๐ญ๐ข๐จ๐ง’๐ฌ ๐‚๐จ๐ง๐Ÿ๐ž๐ซ๐ž๐ง๐œ๐ž in Liverpool on Wednesday and Thursday. A very full and varied two days of meeting with all the different political LGA leads and seeing how we can work cross-party to create strong local government structures that deliver for residents.

It was a pleasure to ๐ฃ๐จ๐ข๐ง ๐ญ๐ก๐ž ๐ƒ๐ž๐ฉ๐ฎ๐ญ๐ฒ ๐๐ซ๐ข๐ฆ๐ž ๐Œ๐ข๐ง๐ข๐ฌ๐ญ๐ž๐ซ ๐š๐ง๐ ๐‹๐ž๐š๐๐ž๐ซ ๐จ๐Ÿ ๐Œ๐š๐ง๐œ๐ก๐ž๐ฌ๐ญ๐ž๐ซ ๐‚๐ข๐ญ๐ฒ ๐‚๐จ๐ฎ๐ง๐œ๐ข๐ฅ on the main stage for a plenary where we reinforced the importance of a strong relationship between local & central government, and talked about a new partnership between the LGA & Homes England which will provide bespoke support to councils to increase the supply of council housing.

It was great to meet with Sefton Council leader Cllr Marion Atkinson in a very sunny Southport. โ˜€๏ธ They have big ambitions for the town. Very exciting to see! ๐’๐จ๐ฎ๐ญ๐ก๐ฉ๐จ๐ซ๐ญ’๐ฌ ๐ข๐œ๐จ๐ง๐ข๐œ ๐๐ข๐ž๐ซ was allocated funding in the Spending Review and we are supporting the council in their efforts to create a performance space and garden for the child victims of the Southport attack and the wider community.

More widely, its great to see progress continuing this week on what marks one year since the general election, from improvement in the NHS, to good news for childcare.

As we launched our 10 year plan for the NHS, waiting lists are down again, now at their lowest level in two years, with nearly ๐Ÿ๐Ÿ“๐ŸŽ,๐ŸŽ๐ŸŽ๐ŸŽ ๐Ÿ๐ž๐ฐ๐ž๐ซ ๐ฉ๐ž๐จ๐ฉ๐ฅ๐ž ๐ฐ๐š๐ข๐ญ๐ข๐ง๐  since the general election thanks to 4.2 million additional appointments in that time, which is double our target & 100,000 more appointments a week than the Tories were doing.

We’re making childcare more accessible & affordable with school-based nurseries now being on track to have more places in September than expected, helping us to deliver 30 hours of government funded childcare and ๐ฌ๐š๐ฏ๐ž ๐ฐ๐จ๐ซ๐ค๐ข๐ง๐  ๐ฉ๐š๐ซ๐ž๐ง๐ญ๐ฌ ยฃ๐Ÿ•,๐Ÿ“๐ŸŽ๐ŸŽ.

These are just two examples from the past week which show weโ€™re getting on with the job. We have made progress: ๐ฐ๐š๐ ๐ž๐ฌ ๐ ๐ซ๐ž๐ฐ ๐ฆ๐จ๐ซ๐ž ๐ข๐ง ๐จ๐ฎ๐ซ ๐Ÿ๐ข๐ซ๐ฌ๐ญ ๐Ÿ๐ŸŽ ๐ฆ๐จ๐ง๐ญ๐ก๐ฌ ๐ญ๐ก๐š๐ง ๐ข๐ง ๐ญ๐ก๐ž ๐ฅ๐š๐ฌ๐ญ ๐Ÿ๐ŸŽ ๐ฒ๐ž๐š๐ซ๐ฌ ๐ฎ๐ง๐๐ž๐ซ ๐ญ๐ก๐ž ๐“๐จ๐ซ๐ข๐ž๐ฌ. But thereโ€™s much more we still need to do.

What we have done in our first year in government to create A Safe Place

Tomorrow marks a year since Labour won the 2024 general election. After 14 years of Tory chaos & decline, we campaigned on a promise to deliver economic stability, rebuilt public services, and rising living standards.

Locally, we put forward four priorities for change, with one of those being to create A Safe Place in Oldham West, Chadderton & Royton, and this is what we have done so far to deliver safer neighbourhoods & high streets for local people:

โœ… Campaigned locally to ๐ž๐ง๐ ๐ญ๐ก๐ž ๐ฌ๐œ๐จ๐ฎ๐ซ๐ ๐ž ๐จ๐Ÿ ๐๐š๐ง๐ ๐ž๐ซ๐จ๐ฎ๐ฌ ๐๐ซ๐ข๐ฏ๐ข๐ง๐  in our borough where a small minority use local roads as racetracks and act with impunity. We have pressed the GMP in late-2023 and April this year, campaigned directly on the issue in the election last July, attended a roadside operation last month in Chadderton, and have highlighted what we are doing to prevent incidents throughout, including in March.

โœ… Acted on our plan to ๐ก๐š๐ฅ๐ฏ๐ž ๐ค๐ง๐ข๐Ÿ๐ž ๐œ๐ซ๐ข๐ฆ๐ž ๐ข๐ง ๐š ๐๐ž๐œ๐š๐๐ž, nationally by legislating to ban ninja swords, lethal zombie-style blades & machetes; regionally by launch of the GMCA’s Violence Reduction Unit; and locally with the successful GMP operations AVRO and Venture to seize weapons & make arrests.

โœ… Confirmed the timeline for delivery of our neighbourhood policing guarantee, with ๐Ÿ‘,๐ŸŽ๐ŸŽ๐ŸŽ ๐š๐๐๐ข๐ญ๐ข๐จ๐ง๐š๐ฅ ๐ง๐ž๐ข๐ ๐ก๐›๐จ๐ฎ๐ซ๐ก๐จ๐จ๐ ๐ฉ๐จ๐ฅ๐ข๐œ๐ž ๐จ๐Ÿ๐Ÿ๐ข๐œ๐ž๐ซ๐ฌ ๐š๐ง๐ ๐ฉ๐จ๐ฅ๐ข๐œ๐ž ๐œ๐จ๐ฆ๐ฆ๐ฎ๐ง๐ข๐ญ๐ฒ ๐ฌ๐ฎ๐ฉ๐ฉ๐จ๐ซ๐ญ ๐จ๐Ÿ๐Ÿ๐ข๐œ๐ž๐ซ๐ฌ will be in post within the next 12 months. Our guarantee is a named, contactable officer in every community.

โœ… Ensuring ๐ฏ๐ข๐œ๐ญ๐ข๐ฆ๐ฌ ๐ ๐ž๐ญ ๐ญ๐ก๐ž ๐ฌ๐ฎ๐ฉ๐ฉ๐จ๐ซ๐ญ ๐ญ๐ก๐ž๐ฒ ๐๐ž๐ฌ๐ž๐ซ๐ฏ๐ž through new powers both for judges and the Victims’ Commissioner by legislating for the Victims, Courts, and Public Protection Bill.

โœ… Secured the ๐‚๐š๐ฌ๐ž๐ฒ ๐‘๐ž๐ฏ๐ข๐ž๐ฐ into group-based child sexual exploitation which put forward 12 recommendations, including a new national statutory inquiry, all of which the government have accepted – supported by a local inquiry in Oldham which is already underway.

โœ… Succeeded in our Co-op party campaign to bring in ๐š ๐ฌ๐ญ๐š๐ง๐๐š๐ฅ๐จ๐ง๐ž ๐จ๐Ÿ๐Ÿ๐ž๐ง๐œ๐ž ๐Ÿ๐จ๐ซ ๐ฏ๐ข๐จ๐ฅ๐ž๐ง๐œ๐ž ๐š๐ ๐š๐ข๐ง๐ฌ๐ญ ๐ฌ๐ก๐จ๐ฉ๐ฐ๐จ๐ซ๐ค๐ž๐ซ๐ฌ to give the police the power to properly deal with retail crime.

โœ… Delivered ๐Œ๐š๐ซ๐ญ๐ฒ๐ง’๐ฌ ๐‹๐š๐ฐ to improve security and preparedness at publicly accessible locations against terrorist attacks – named after Martyn Hett, who was killed in the Manchester Arena Attack.

โœ… Given local councils the power to ๐ฌ๐ž๐ข๐ณ๐ž ๐š๐ง๐ ๐œ๐ซ๐ฎ๐ฌ๐ก ๐ฏ๐ž๐ก๐ข๐œ๐ฅ๐ž๐ฌ ๐ข๐ง๐ฏ๐จ๐ฅ๐ฏ๐ž๐ ๐ข๐ง ๐Ÿ๐ฅ๐ฒ๐ญ๐ข๐ฉ๐ฉ๐ข๐ง๐ , to take the ‘Don’t Trash Oldham’ campaign further, which since 2021 has identified 38 hotspots – 29 in residential areas – and implemented intensive engagement & enforcement strategies.

โœ… Helped the Council & GMP to do more to tackle unacceptable anti-social behaviour linked to ๐ง๐ฎ๐ข๐ฌ๐š๐ง๐œ๐ž ๐Ÿ๐ข๐ซ๐ž๐ฐ๐จ๐ซ๐ค๐ฌ, such as tightening regulations on the sale & misuse of fireworks, enhanced licensing checks at shops, and taking forward initiatives by Labour MPs to reduce the legal decibel level of fireworks.

โœ… Giving the police stronger powers to tackle antisocial behaviour by introducing ๐ง๐ž๐ฐ ๐‘๐ž๐ฌ๐ฉ๐ž๐œ๐ญ ๐Ž๐ซ๐๐ž๐ซ๐ฌ in the Crime and Policing Bill which is moving through Parliament.

โœ… Introducing ๐ง๐ž๐ฐ ๐จ๐Ÿ๐Ÿ๐ž๐ง๐œ๐ž๐ฌ ๐Ÿ๐จ๐ซ ๐œ๐ก๐ข๐ฅ๐ ๐œ๐ซ๐ข๐ฆ๐ข๐ง๐š๐ฅ ๐ž๐ฑ๐ฉ๐ฅ๐จ๐ข๐ญ๐š๐ญ๐ข๐จ๐ง in the Crime and Policing Bill to protect vulnerable children and adults, as well as setting up the Knife Crime Coalition and soon rolling out Youth Futures Programme as part of a prevention strategy for young people.

While being encouraged by this progress, we are not complacent. Our decade of national renewal is only just underway and there is still much more left to do.

What we have done in our first year in government to fight for Good Jobs

This week marks one year since we won the 2024 general election. Labour campaigned on a promise to change Britain by ending the 14 years of Tory chaos & decline and instead deliver economic stability, rebuilt public services, and rising living standards.

During that campaign, fighting for Good Jobs was one of my four priorities for local people, and this is what we have done so far to deliver more secure & better paid decent jobs for local people:

โœ… Achieved the ๐ก๐ข๐ ๐ก๐ž๐ฌ๐ญ ๐ž๐œ๐จ๐ง๐จ๐ฆ๐ข๐œ ๐ ๐ซ๐จ๐ฐ๐ญ๐ก ๐ข๐ง ๐ญ๐ก๐ž ๐†๐Ÿ•, while 380,000 jobs have been created, highest business confidence in 9 years, and interest rates have been cut four times.

โœ… Started legislating for the Employment Rights Bill which will ๐›๐š๐ง ๐ž๐ฑ๐ฉ๐ฅ๐จ๐ข๐ญ๐š๐ญ๐ข๐ฏ๐ž ๐ณ๐ž๐ซ๐จ-๐ก๐จ๐ฎ๐ซ ๐œ๐จ๐ง๐ญ๐ซ๐š๐œ๐ญ๐ฌ, end fire-and-rehire, strengthen statutory sick pay, and expand day-on rights.

โœ… Completed the expansion of Bee Network buses to every route in Greater Manchester with ๐ข๐ง๐ญ๐ž๐ ๐ซ๐š๐ญ๐ข๐ง๐  ๐ญ๐ข๐œ๐ค๐ž๐ญ๐ข๐ง๐  & ๐ญ๐ข๐ฆ๐ž๐ญ๐š๐›๐ฅ๐ข๐ง๐  ๐š๐œ๐ซ๐จ๐ฌ๐ฌ ๐š๐ฅ๐ฅ ๐›๐ฎ๐ฌ๐ž๐ฌ & ๐ญ๐ซ๐š๐ฆ๐ฌ; tap-and-go system for payment, ๐ž๐ฑ๐ญ๐ž๐ง๐๐ข๐ง๐  ๐ญ๐ก๐ž ยฃ๐Ÿ ๐ฌ๐ข๐ง๐ ๐ฅ๐ž ๐›๐ฎ๐ฌ ๐Ÿ๐š๐ข๐ซ ๐œ๐š๐ฉ, and commuter rail across our region being brought into local public ownership in the network, including at Mills Hill and Moston stations by 2028.

โœ… Begun to break down the barriers to apprenticeships and skilled jobs with a new law to streamline processes for introducing new qualifications & adapt to emerging skills gaps; establish Skills England; and put ยฃ1.2 billion each year to support ๐จ๐ฏ๐ž๐ซ ๐š ๐ฆ๐ข๐ฅ๐ฅ๐ข๐จ๐ง ๐ฒ๐จ๐ฎ๐ง๐  ๐ฉ๐ž๐จ๐ฉ๐ฅ๐ž ๐ข๐ง๐ญ๐จ ๐ญ๐ซ๐š๐ข๐ง๐ข๐ง๐  & ๐š๐ฉ๐ฉ๐ซ๐ž๐ง๐ญ๐ข๐œ๐ž๐ฌ๐ก๐ข๐ฉ๐ฌ.

โœ… Continued to complete the jigsaw in ๐Ž๐ฅ๐๐ก๐š๐ฆ ๐ญ๐จ๐ฐ๐ง ๐œ๐ž๐ง๐ญ๐ซ๐ž’๐ฌ ๐ซ๐ž๐ง๐ž๐ฐ๐š๐ฅ with both the New Market Hall in Spindles and the Old Library restoration nearing completion; Oldham Council offices opening at Spindles; the Egyptian Room opening, taking on the Prudential Building, and opening of The Hive as a co-working and social enterprise hub. All of these projects are regenerating our town centre, preserving heritage buildings, and driving footfall to high street businesses.

โœ… Supported independent shops, chain stores, restaurants and bars on ๐‘๐จ๐ฒ๐ญ๐จ๐ง ๐๐ซ๐ž๐œ๐ข๐ง๐œ๐ญ in their dispute over service charges, so we can ensure the precinct can thrive and have a stable long-term future.

โœ… Established ๐†๐ซ๐ž๐š๐ญ ๐๐ซ๐ข๐ญ๐ข๐ฌ๐ก ๐„๐ง๐ž๐ซ๐ ๐ฒ as a new publicly owned, clean power company to lower bills and drive-up living standards in the face of cost-of-living pressures. A first step to delivering clean power by 2030, along with the ยฃ24 billion of private investment we have secured for clean energy projects, ยฃ22 billion we have invested in carbon capture in our northern industrial heartlands, and the Tory offshore wind ban we have overturned.

โœ… Completed the first phase of our ๐ซ๐จ๐ฅ๐ฅ-๐จ๐ฎ๐ญ ๐จ๐Ÿ ๐Ÿ๐ซ๐ž๐ž ๐›๐ซ๐ž๐š๐ค๐Ÿ๐š๐ฌ๐ญ ๐œ๐ฅ๐ฎ๐›๐ฌ at Whitegate End, Richmond Academy, Westwood Academy and Northmoor Academy, which will expand to every primary school in the country, putting ยฃ๐Ÿ’๐Ÿ“๐ŸŽ ๐š ๐ฒ๐ž๐š๐ซ ๐›๐š๐œ๐ค ๐ข๐ง๐ญ๐จ ๐ฉ๐š๐ซ๐ž๐ง๐ญ๐ฌโ€™ ๐ฉ๐จ๐œ๐ค๐ž๐ญ๐ฌ and providing at least 30 minutes of free childcare every morning.

โœ… Made our business rates reforms the law to deliver certainty for our town centre retailers with ๐š ๐ฉ๐ž๐ซ๐ฆ๐š๐ง๐ž๐ง๐ญ ๐Ÿ’๐ŸŽ% ๐›๐ฎ๐ฌ๐ข๐ง๐ž๐ฌ๐ฌ ๐ซ๐š๐ญ๐ž ๐ซ๐ž๐ฅ๐ข๐ž๐Ÿ. By putting the online & the on-street on a level playing field, redressing the imbalance between the out-of-town & the in-town, and protecting 1 million properties protected from any inflationary increases next year – we are breathing new life into high streets & communities.

โœ… Ended deregulation failure of our railways with the Public Ownership Act, which has started to bring train services back into public hands, ๐ญ๐ก๐ž ๐›๐ข๐ ๐ ๐ž๐ฌ๐ญ ๐จ๐ฏ๐ž๐ซ๐ก๐š๐ฎ๐ฅ ๐จ๐Ÿ ๐จ๐ฎ๐ซ ๐ซ๐š๐ข๐ฅ๐ฐ๐š๐ฒ๐ฌ ๐ข๐ง ๐š ๐ ๐ž๐ง๐ž๐ซ๐š๐ญ๐ข๐จ๐ง.

โœ… Making work pay by increasing the National Living Wage in April to ยฃ12.21 per hour, which has brought ๐š ยฃ๐Ÿ,๐Ÿ’๐ŸŽ๐ŸŽ ๐›๐จ๐จ๐ฌ๐ญ ๐š๐ง๐ง๐ฎ๐š๐ฅ๐ฅ๐ฒ ๐ญ๐จ ๐Ÿ‘ ๐ฆ๐ข๐ฅ๐ฅ๐ข๐จ๐ง ๐ฉ๐ž๐จ๐ฉ๐ฅ๐ž across the country. In Oldham alone, over ๐Ÿ•๐ŸŽ๐ŸŽ๐ŸŽ people have directly benefitted from this uplift.

โœ… Started public consultation on the ๐€๐ญ๐จ๐ฆ ๐•๐š๐ฅ๐ฅ๐ž๐ฒ ๐ฌ๐œ๐ก๐ž๐ฆ๐ž which through co-operation between local authorities in Oldham, Bury & Rochdale, and coordination from the GMCA & Mayor Andy Burnham, will create a growth cluster in the North of the Greater Manchester conurbation and ๐๐ž๐ฅ๐ข๐ฏ๐ž๐ซ ๐ฆ๐จ๐ซ๐ž ๐ญ๐ก๐š๐ง ๐Ÿ๐ŸŽ,๐ŸŽ๐ŸŽ๐ŸŽ ๐ฅ๐จ๐œ๐š๐ฅ ๐ฃ๐จ๐›๐ฌ.

Our goal is a decade of national renewal is well underway. While we are encouraged by progress so far, we are not complacent and there is much more still left to do.

What we have done in our first year in government to fight for Decent Homes

Labour won the 2024 general election a year ago this week. We campaigned on a promise to change Britain by turning the page on 14 years of chaos & decline under the Tories and deliver economic stability, rebuilt public services, and rising living standards.

At that election, one of my four priorities for Oldham West, Chadderton & Royton was to fight for Decent Homes, and this is what we have done so far to deliver more good quality family homes for local people:

โœ… Begun legislating for the Renterโ€™s Rights Bill which will ๐š๐›๐จ๐ฅ๐ข๐ฌ๐ก ๐ฌ๐ž๐œ๐ญ๐ข๐จ๐ง ๐Ÿ๐Ÿ ๐ž๐ฏ๐ข๐œ๐ญ๐ข๐จ๐ง๐ฌ, apply the Decent Home standard to the private rented sector, and end rental bidding wars.

โœ… Agreed a Spending Review which includes the biggest investment in affordable housing in a generation – ยฃ๐Ÿ‘๐Ÿ— ๐›๐ข๐ฅ๐ฅ๐ข๐จ๐ง ๐ญ๐จ ๐›๐ฎ๐ข๐ฅ๐ ๐ฌ๐จ๐œ๐ข๐š๐ฅ ๐š๐ง๐ ๐š๐Ÿ๐Ÿ๐จ๐ซ๐๐š๐›๐ฅ๐ž ๐ก๐จ๐ฆ๐ž๐ฌ, providing the Council with room to go even further than its pledge to build 500 new social homes as part of their ‘local solutions to a national crisis’

โœ… Announced planning reforms to deliver the 1.5 million homes by the end of this parliament we promised, with the OBR already determining the reforms will bring ๐ก๐จ๐ฎ๐ฌ๐ž๐›๐ฎ๐ข๐ฅ๐๐ข๐ง๐  ๐ญ๐จ ๐ข๐ญ๐ฌ ๐ก๐ข๐ ๐ก๐ž๐ฌ๐ญ ๐ฅ๐ž๐ฏ๐ž๐ฅ ๐ข๐ง ๐Ÿ’๐ŸŽ ๐ฒ๐ž๐š๐ซ๐ฌ.

โœ… Announced the National Housing Bank to unlock ยฃ๐Ÿ“๐Ÿ‘ ๐›๐ข๐ฅ๐ฅ๐ข๐จ๐ง ๐ข๐ง ๐ฉ๐ซ๐ข๐ฏ๐š๐ญ๐ž ๐ข๐ง๐ฏ๐ž๐ฌ๐ญ๐ฆ๐ž๐ง๐ญ and to turbocharge housebuilding.

โœ… Expanding our Warm Homes Plan to deliver warmer, cleaner to heat homes and ๐ฌ๐š๐ฏ๐ž ๐Ÿ๐š๐ฆ๐ข๐ฅ๐ข๐ž๐ฌ ๐ก๐ฎ๐ง๐๐ซ๐ž๐๐ฌ ๐จ๐Ÿ ๐ฉ๐จ๐ฎ๐ง๐๐ฌ of pounds on their energy bills this winter.

โœ… Drive forward our brownfield-first approach – as I have seen at visits to ๐–๐ž๐ฌ๐ญ ๐•๐š๐ฅ๐ž housing development in Coldhurst and ๐‡๐š๐ซ๐ญ๐ฌ๐ก๐ž๐š๐ ๐•๐ข๐ž๐ฐ on Fitton Hill – so local people are not forced out of the community they call home in order to get on the housing ladder.

โœ… ๐๐ซ๐จ๐ญ๐ž๐œ๐ญ๐ž๐ ๐จ๐ฎ๐ซ ๐ ๐ซ๐ž๐ž๐ง ๐›๐ž๐ฅ๐ญ ๐Ÿ๐ซ๐จ๐ฆ ๐ฎ๐ง๐ฉ๐ฅ๐š๐ง๐ง๐ž๐ ๐๐ž๐ฏ๐ž๐ฅ๐จ๐ฉ๐ฆ๐ž๐ง๐ญ through Places for Everyone, a framework opposed by opposition parties in Oldham who are putting at risk the very green spaces we have fought so hard to protect.

โœ… Campaigned to address the crisis in temporary accommodation, given that at the end of last year over 7,500 families were on the social housing register in Oldham alone, and in our borough there are currently ๐œ๐ฎ๐ซ๐ซ๐ž๐ง๐ญ๐ฅ๐ฒ ๐Ÿ•๐Ÿ๐Ÿ“ ๐œ๐ก๐ข๐ฅ๐๐ซ๐ž๐ง ๐ฅ๐ข๐ฏ๐ข๐ง๐  ๐ข๐ง ๐ญ๐ž๐ฆ๐ฉ๐จ๐ซ๐š๐ซ๐ฒ ๐š๐œ๐œ๐จ๐ฆ๐ฆ๐จ๐๐š๐ญ๐ข๐จ๐ง.

โœ… Completing our ๐‡๐จ๐ฆ๐ž๐ฌ ๐Ÿ๐จ๐ซ ๐‡๐ž๐ซ๐จ๐ž๐ฌ ๐ฌ๐œ๐ก๐ž๐ฆ๐ž for veterans, carers and key workers, including veteransโ€™ capital housing grants totalling almost ยฃ3.7m which supported veterans last year with housing needs by developing new-build projects, or refurbishing accommodation.

We are encouraged by this progress so far but not complacent. Our goal is a decade of national renewal and there is much more still left to do.

Weekly Ministerial Round-up

Before the new week began, the ๐‚๐จ-๐จ๐ฉ ๐๐š๐ซ๐ญ๐ฒ’๐ฌ ๐‹๐จ๐œ๐š๐ฅ ๐†๐จ๐ฏ๐ž๐ซ๐ง๐ฆ๐ž๐ง๐ญ ๐‚๐จ๐ง๐Ÿ๐ž๐ซ๐ž๐ง๐œ๐ž was held in Leeds. It was great to meet with leaders in local government and address the conference about the Community Britain Campaign as a Minister for Local Government and Chair of the Party.

Weโ€™re building Community Britain, together. Community is a powerful tool for solving serious political, social and economic challenges. Co-operative local government representatives put this into place each and every day, up and down the country, by championing community power and delivering real change: thatโ€™s why weโ€™re fighting to give them more power.

I began the week not in Westminster, but in the West Midlands. I had the opportunity to ๐ฆ๐ž๐ž๐ญ ๐ฐ๐ข๐ญ๐ก ๐ญ๐ก๐ž ๐Œ๐š๐ฒ๐จ๐ซ ๐จ๐Ÿ ๐ญ๐ก๐ž ๐–๐ž๐ฌ๐ญ ๐Œ๐ข๐๐ฅ๐š๐ง๐๐ฌ to see first-hand how mayoral combined authorities are using devolved powers to unlock opportunity and widen access to skills and training. I visited both ๐๐ข๐ซ๐ฆ๐ข๐ง๐ ๐ก๐š๐ฆ ๐‚๐ข๐ญ๐ฒ ๐š๐ง๐ ๐€๐ฌ๐ญ๐จ๐ง ๐”๐ง๐ข๐ฏ๐ž๐ซ๐ฌ๐ข๐ญ๐ข๐ž๐ฌ, where itโ€™s clear that strategic collaboration between local government, education institutions and business is driving real change. I then had the privilege to attend the ๐‚๐ก๐š๐ซ๐ญ๐ž๐ซ๐ž๐ ๐ˆ๐ง๐ฌ๐ญ๐ข๐ญ๐ฎ๐ญ๐ž ๐จ๐Ÿ ๐๐ฎ๐›๐ฅ๐ข๐œ ๐…๐ข๐ง๐š๐ง๐œ๐ž ๐š๐ง๐ ๐€๐œ๐œ๐จ๐ฎ๐ง๐ญ๐š๐ง๐œ๐ฒ ๐๐ซ๐ž๐ฌ๐ข๐๐ž๐ง๐ญ๐ฌ ๐ƒ๐ข๐ง๐ง๐ž๐ซ and hear more about their dedication to transparency in public financial management.

On Tuesday, I travelled down to London and spoke in the Chamber during the ๐„๐ฌ๐ญ๐ข๐ฆ๐š๐ญ๐ž๐ฌ ๐ƒ๐š๐ฒ ๐๐ž๐›๐š๐ญ๐ž, representing my Department. For those unfamiliar, Estimates are Parliamentโ€™s opportunity to scrutinise and approve departmental spending plans. I was proud to reaffirm our commitment to investing in the things that matter most to local people – building more affordable and social homes, strengthening neighbourhood services, and improving building safety.

But I also acknowledged the significant pressures local councils are facing: rising demand for temporary accommodation, increasing costs in adult social care, and growing complexity in childrenโ€™s services. These are real challenges, and we cannot ignore them. Thatโ€™s why weโ€™re focused on rebuilding the foundations of local government – so councils are not just surviving but equipped to meet demand and deliver better outcomes.

For the rest of the week, I have had regular catch-ups including one with ๐‹๐จ๐ฎ๐ข๐ฌ๐ž ๐†๐ข๐ญ๐ญ๐ข๐ง๐ฌ, ๐ญ๐ก๐ž ๐œ๐ก๐š๐ข๐ซ ๐จ๐Ÿ ๐ญ๐ก๐ž ๐‹๐†๐€, to discuss how we can work collaboratively to best support local government and achieve a strong and resilient sector. Aside from my regular ministerial meetings, I also had chance to ๐œ๐š๐ญ๐œ๐ก ๐ฎ๐ฉ ๐ฐ๐ข๐ญ๐ก ๐จ๐ฎ๐ซ ๐๐ž๐ฉ๐ฎ๐ญ๐ฒ ๐ฅ๐ž๐š๐๐ž๐ซ ๐Ÿ๐ซ๐จ๐ฆ ๐Ž๐ฅ๐๐ก๐š๐ฆ ๐‚๐จ๐ฎ๐ง๐œ๐ข๐ฅ while he was in London presenting all the leading work Oldham are doing to tackle climate change.

After having a couple of weeks in a row of Parliament unusually sitting on Friday, it was great to be able to spend this Friday back in the constituency.
