Weekly Ministerial Round-up

A busy and productive week in Westminster as we approach the House rising next Tuesday for the summer recess.

We started with ๐Ž๐ซ๐š๐ฅ ๐๐š๐ซ๐ฅ๐ข๐š๐ฆ๐ž๐ง๐ญ๐š๐ซ๐ฒ ๐๐ฎ๐ž๐ฌ๐ญ๐ข๐จ๐ง๐ฌ, where I addressed the importance of fair funding for areas facing deprivation and reaffirmed our commitment to keeping communities central to our devolution plans.

Later, I had a productive discussion with Florence Eshalomi MP, ๐‚๐ก๐š๐ข๐ซ ๐จ๐Ÿ ๐ญ๐ก๐ž ๐‡๐‚๐‹๐† ๐’๐ž๐ฅ๐ž๐œ๐ญ ๐‚๐จ๐ฆ๐ฆ๐ข๐ญ๐ญ๐ž๐ž, as we took stock of the English Devolution and Community Empowerment Bill – reviewing both its contents and the road ahead. I also had constructive conversations with Shadow Secretary, David Simmons and Lib Dem spokesperson, Vikki Slade. Party-politics aside, cross-party collaboration is vital if weโ€™re serious about building stronger, more resilient communities.

Throughout the week, I joined sector roundtables and celebration events – important moments to thank those whoโ€™ve shaped the Bill and to confirm our continued commitment to working together as it moves through Parliament.

This Bill is co-operative politics in action: developed with communities, championed by members, and now being made law. I was therefore pleased to join a ๐‚๐จ-๐จ๐ฉ๐ž๐ซ๐š๐ญ๐ข๐ฏ๐ž ๐๐š๐ซ๐ญ๐ฒ ๐ซ๐จ๐ฎ๐ง๐๐ญ๐š๐›๐ฅ๐ž to discuss how we keep community voices at the heart of future amendments and work with the wider sector.

At the ๐‹๐†๐€ ๐ฌ๐ฎ๐ฆ๐ฆ๐ž๐ซ ๐ซ๐ž๐œ๐ž๐ฉ๐ญ๐ข๐จ๐ง, I spoke alongside Deputy PM Angela Rayner and Manchester Council Leader Bev Craig, reflecting on our first year in government and the growing partnership between national and local government. I also spoke at the ๐€๐๐๐† ๐Ÿ๐จ๐ซ ๐‹๐จ๐œ๐š๐ฅ ๐†๐จ๐ฏ๐ž๐ซ๐ง๐ฆ๐ž๐ง๐ญ ๐š๐ง๐ ๐‹๐†๐ˆ๐” ๐ž๐ฏ๐ž๐ง๐ญ, sharing our next steps on devolution.

Thursday marked ๐š๐ง๐จ๐ญ๐ก๐ž๐ซ ๐ฆ๐ข๐ฅ๐ž๐ฌ๐ญ๐จ๐ง๐ž ๐ข๐ง ๐ญ๐ก๐ž ๐ƒ๐ž๐ฏ๐จ๐ฅ๐ฎ๐ญ๐ข๐จ๐ง ๐๐ซ๐ข๐จ๐ซ๐ข๐ญ๐ฒ ๐๐ซ๐จ๐ ๐ซ๐š๐ฆ๐ฆ๐ž, where I published written ministerial statements on the progress of each area in meeting the statutory tests and looking to what the next steps are.

Churches are much more than places of worship – they support families, run foodbanks, and offer vital community care. Their contribution is not only valued, but essential to the fabric of local life.

Oldham Council reaffirms support of West End St. pitches & acts to clamp down on HMO development

It is great to see that our Labour-led Oldham Council has been driving forward our shared priorities at last night’s full-council meeting. Each motion on small HMOs and investing in West End Street Pitches were passed by the Council, showing that with a Labour-led Council, Labour MP, Labour Mayor and Labour government – action is being taken to fight for decent homes and promote community ownership.

Last night, a Labour-backed motion passed the Council to invest in the pitches on West End Street in Coldhurst by accelerating the central government funding for a resurfaced all-weather sports pitch.

This is thanks to the relentless hard work of all those who came together at our clean-up event last year and who have been working tirelessly behind the scenes: local councillors Abdul Malik & Abdul Jabbar, community groups, local organisations and volunteers.

A cooperative model for governance is being explored by the Labour-led Council, which is what we have been pushing for giving the community genuine ownership of its future. Community Ownership, a priority of mine at the general election for Oldham West, Chadderton & Royton, is all about protecting local venues like sports clubs and putting local people in control – and this is what a cooperative model at West End Street would bring.

The pitches only still exist and are therefore able to be invested in because of the last Labour government which created them, and the hard work of local Labour councillors to fight the 14 years of cuts to local services by the Tories.

This has been an ongoing campaign of ours over recent years: to visit the site before & after the election to reaffirm support, work behind the scenes to put a plan in place, organise a clean-up event to begin to transform the pitches, engage with local people throughout to build support & momentum for the project, and begin to legislate for the English Devolution & Community Empowerment Bill so residents have more power to rescue the venues.

The motion passing in the Council vote is a win for local people who have been fighting for a better future.

The over concentration of HMOs across our borough is a concern we have been highlighting for a long time, and now – with a Labour MP, Labour-led Council and Labour government – action is being taken to reform our outdated planning system nationally and take back community control locally.

The administration brought forward an amendment to a motion on introducing an Article 4 direction borough wide. This means HMOs will no longer be so unregulated and will have to go through the full planning process. In this way, we are putting communities at the heart of the decision-making process and ensuring their voices are heard.

The rise of small HMOs, which too often end up having substandard & unsafe living conditions, can damage the fabric of our neighbourhoods. By the Council closing the loophole in this way, control is being restored so vulnerable residents will no longer be exploited or communities be overwhelmed.

Yes – with our planning reforms, support for Places for Everyone, billions of investment in social & affordable housing, and commitment to building 1.5 million homes over this Parliament – we taking the crisis in temporary accommodation & wider housing crisis seriously and tackling it head on. However, we are doing so in a way which stops community venues like pubs or good, quality family homes being bought up by landlords looking to make a large profit by converting them into HMOs.

This decisive action by the Council is welcome.

Announcement: Votes at 16 and 17!

The Government has today confirmed that 16 and 17-year-olds will have the right to vote at the next General Election. This is not just a policy announcement – itโ€™s the culmination of years of hard work, campaigning, and belief that young people deserve a say in the decisions that shape their lives, all starting in Oldham.

Back in 2017, working closely with Oldham Youth Council, I introduced the Representation of the People (Young Peopleโ€™s Enfranchisement and Education) Private Member’s Bill to give 16 and 17-year-olds the vote. Although the Bill didnโ€™t pass, I have been continually inspired by the faith, spirit and continued vigour of our young people as they seek to achieve their aim of extending the franchise to 16 and 17-year-olds. And today they have won.

This moment belongs to the young people of Oldham. From writing the Bill to taking their case to Parliament, their determination has helped move this campaign from a local initiative to national policy.

I believe if youโ€™re old enough to work or fight for our country and pay taxes, youโ€™re entitled to have a say on how your taxes are spent. That principle has guided our campaign from day one: no taxation without representation.

I am incredibly proud that Oldham helped lead this change. From youth-led debates to parliamentary motions, this is proof that when young people organise, participate and raise their voices, real change follows.

Oldham Town Centre renewal takes another step forward …

Our new Market Hall & Events Space is almost ready to be opened to the public, meaning another part of our town centre regeneration jigsaw is almost in place.

The new indoor market hall will bring Tommyfield from the edge of town right into the heart of it, as the events space will do for the QE Hall, sitting between the shopping centre, Parliament Square & the beautiful Old Town Hall.

Not only will this drive more condensed footfall for high street businesses and market tenants, but also will have the significant advantage of being next door to new bars & restaurants, and have a closer connection to the Metrolink tram stop on Union Street.

Modernising infrastructure, tying together Parliament Square, bringing the town centre closer together, and renewing civic pride – this is what the regeneration of Oldham town centre has been all about.

The Council deserves credit for making this renewal happen, which will foster the creation of more good jobs while protecting heritage buildings & community venues – two priorities of mine for Oldham West, Chadderton & Royton at the election last year.

Council commits to do more to address pavement parking

Thank you to all of those who have reached out over the last month to raise concerns about pavement parking.

The individual cases, recurring offences, and hotspot areas have all been chased up with the Council by my team so we can clamp down on pavement parking in Oldham, Chadderton & Royton. While this progress is encouraging, we know that wider changes are needed to truly address the scourge of pavement parking.

The Council have now confirmed with us that, in recognising the frustrations, they have now completed the process of bringing the parking enforcement team in house. This means that instead of having the enforcement done by an arms length company, it is done directly by the council to enable them to take ๐ฌ๐ฐ๐ข๐Ÿ๐ญ๐ž๐ซ ๐š๐œ๐ญ๐ข๐จ๐ง, with ๐ ๐ซ๐ž๐š๐ญ๐ž๐ซ ๐๐ข๐ซ๐ž๐œ๐ญ ๐š๐œ๐œ๐จ๐ฎ๐ง๐ญ๐š๐›๐ข๐ฅ๐ข๐ญ๐ฒ – enabling them to ๐ญ๐š๐ซ๐ ๐ž๐ญ ๐ฉ๐ซ๐ข๐จ๐ซ๐ข๐ญ๐ฒ ๐ฅ๐จ๐œ๐š๐ญ๐ข๐จ๐ง๐ฌ such as Union Street, Frederick Street, Broadway, and around local schools to keep communities safe.

Further measures have been confirmed locally, including: new employment opportunities from our local communities to ensure a full complement of staff; and a review of parking policies and processes to give recommendations reform in the near future.

Along with these deterrent measures to clamp down on pavement parking, Labour in government is acting to improve parking availability as a way of disincentivising pavement parking. On Friday, the government announced a ๐ง๐ž๐ฐ ๐ฌ๐ญ๐ซ๐ž๐ง๐ ๐ญ๐ก๐ž๐ง๐ž๐ ๐๐ซ๐ข๐ฏ๐š๐ญ๐ž ๐๐š๐ซ๐ค๐ข๐ง๐  ๐‚๐จ๐๐ž ๐จ๐Ÿ ๐๐ซ๐š๐œ๐ญ๐ข๐œ๐ž to protect motorists by raising standards across the private parking industry.

Through improvements to independent oversight, transparency, and accountability for poor practice by private parking operators, we are striking a balance: protecting motorists while also enabling compliant operators to run efficient, value-for-money car parks.

We know material results on local streets & roads are the ultimate goal, therefore, we will keep pushing the Council to do more and continue building the case for change at a local, regional and national level.

Unlocking Our Potential

Every town, city, and village have untapped talent and potential, but for too long opportunity hasn’t followed. We want to change that in Government by targeting thriving places with resilient communities and giving them greater local control.

After 14 years of decline, too many places have been left behind, starved of investment and left to suffer worsening deprivation. Our Plan for Neighbourhoods is about fixing that. Itโ€™s a 10-year commitment to making sure no area is forgotten in this decade of renewal.

Weโ€™re investing up to ยฃ1.5 billion to back communities and fight deprivation at its roots – no more sticking plasters or short-term fixes. By investing in stronger social capital, evidence has shown these areas will have higher educational attainment, lower crime and faster economic growth. This is a long-term plan to transform our communities and break down barriers to opportunity.

I am very pleased Chadderton is one of the first 75 neighbourhoods set to benefit from this fund, and we will see real change here in Oldham. But this is just the start โ€“ and I want to see opportunity opened across our whole borough.

Last week, our city-region’s Mayor, Andy Burnham, put forward the Greater Manchester Strategy – a economic growth vision for the next ten years which is set to deliver the best decade for Greater Manchester since the Victorian era.

The goal is to create a city-region where everyone from every borough can have a good life. Fighting for good jobs and for decent homes were two of my four priorities for local people at the general election, and they still are. Improving transport & housing infrastructure; delivering a skills agenda for the jobs & industry for the future; easing cost-of-living pressures; and putting local services back into public control are just some of the ways we are delivering on those priorities through this GM Strategy.

More widely, we’re attracting private investment & creating good jobs across Greater Manchester: new bus routes, tramlines, & train stations will unlock land for thousands of new homes; Lord Coe will chair the MDC for Old Trafford Regeneration โ€“ the biggest sports-led scheme since London 2012; new underground services & an underground Piccadilly to act as the Kingโ€™s Cross of the North by the middle of the century; giving every young person who needs one access to a guaranteed high-quality 45-day work placement in the GM Baccalaureate; and two commuter rail lines will join the Bee Network by next December, with another six joining by 2028.

The devolution revolution is still only just getting started. With the English Devolution and Community Empowerment Bill having its first reading in Parliament last week, we are putting forward reforms to local government, devolved bodies, and community ownership laws. By doing so, we will deliver more community ownership of pubs, shops & social hubs through a new Community Right to Buy; more rights for Mayors as the champions of their region; more efficient public services through โ€˜Strategic Authoritiesโ€™ acting across larger economic geographies; and Local Growth Plans to turbocharge economic growth in every corner of the country.
